Mandatory Service Bill Lives On

It seemed like a victory, of sorts. Last week the Senate approved a bill to radically expand the AmeriCorps program. The bill initially contained language that proposed a study for mandatory service for all young people in the United States, but this language was removed as the bill moved through the Senate and did not appear in the final version.

	Democrat Jim McDermott has sponsored the new mandatory service bill.

Well, it’s baaaaaaack. The language was stripped from one bill, but it suddenly appeared in another. It is now contained in HR 1444, due to crawl across the House floor this week. HR 1444 is sponsored by Rep. Jim McDermott, a Washington state Democrat, and is assigned to the House Committee on Labor and Education.

The bill, under Section 4 (b)6, states:

Whether a workable, fair, and reasonable mandatory service requirement for all able young people could be developed, and how such a requirement could be implemented in a manner that would strengthen the social fabric of the Nation and overcome civic challenges by bringing together people from diverse economic, ethnic, and educational backgrounds.

How “mandatory service,” i.e. servitude, strengthens the “social fabric of the Nation” is not explained.

HR 1444, like its earlier parent 1388, includes the prospect of a “public service academy, a four-year institution that offers a federally funded undergraduate education with a focus on training future public sector leaders” and reaches all the way down to primary school, requiring a review of “the means to develop awareness of national service and volunteer opportunities at a young age by creating, expanding and promoting service options for primary and secondary school students and by raising awareness of existing incentives.”

That is, “existing incentives” as determined by the government.

In addition to Obama’s election campaign pledge to create a 250,000 strong national security force as big, powerful and well-funded as our combined U.S. military forces, Obama’s chief of staff Rahm Emanuel has authored a book (The Plan: Big Ideas for America) that calls for three months of compulsory civil service for all Americans aged 18 to 25.

So it looks like the goblin of compulsory national service has not gone away, it has simply morphed into another bill, soon to be considered by the House.

One thing is for certain: the federal government considers you and your children little more than ciphers to be press ganged into mandatory “service” to a government addicted to wars waged in the name of international bankers.

4,000 More Amerikan Troops Headed to Afghanistan

President Obama is expected to unveil today a major expansion of US military efforts in Afghanistan and Pakistan. Following a two-month review, Obama will reportedly order an additional 4,000 troops to Afghanistan on top of the 17,000 new combat troops authorized last month. The Washington Post reports Obama’s plan will require a 60 percent increase to the $2 billion in monthly US military costs in Afghanistan. Administration officials also say they’ll impose new “benchmarks” on their allies in the Afghan and Pakistani governments. The plan will also reportedly include reconciliation efforts aimed at low-level Taliban fighters while shunning top leaders. On Thursday, National Intelligence Director Dennis Blair estimated some two-thirds of pro-Taliban groups are motivated by basic concerns such as inadequate water supplies or access to education. -Democracy Now.Org

Film of the Week : The Spook Who Sat By The Door

The Spook Who Sat by the Door a 1973 film, which is based on the novel The Spook Who Sat By The Door by Sam Greenlee. It is both a satire of the civil rights struggle in the United States of the late 1960s and a serious attempt to focus on the issue of black militancy. Dan Freeman, the titular protagonist, is enlisted in the Central Intelligence Agency's elitist espionage program as its token black. Upon mastering agency tactics, however, he drops out to train young Chicago blacks as "Freedom Fighters." As a story of one man's reaction to ruling-class hypocrisy, the film is autobiographical and personal. As a tale of a man's reaction to oppression, it is universal and a true classic. The title refers to a practice in the early days of affirmative action, when the first Black person hired by a company or agency would be seated close to the office entrance, so that all who came and went could see that the company was racially mixed. The word "Spook" in the title has a dual meaning: it has been used as a racial slur against Blacks, as well as a slang term for a spy.

Black Prime Minister In The UK?

Now the US has elected its first black president, how long until the UK has a black or Asian prime minister?

When Barack Obama claimed that his story could only have happened in America, he might have been looking across the Atlantic for evidence.

The odds of a black or Asian person taking the keys to 10 Downing Street any time soon are slim.

Tony Blair acknowledged as much in 2001, when he suggested the US was ahead of the UK in having people from ethnic minorities occupying some of the top political posts.

Mr Blair was mindful of Colin Powell and Condoleezza Rice at the heart of the White House, but probably hadn't even heard of Obama.

The president-elect, who has a white mother and black father, was careful not to invoke race in his campaign, which he won by appealing to many parts of American society. But his success has been seen as a major step forward in a country scarred by slavery and segregation.

So why not a similar story in the UK, which had a Jewish prime minister in the 19th Century and this week celebrated a British black man becoming Formula One world champion?

There have only ever been three non-white Cabinet members in Britain and there are only 15 MPs (2% of the total). And while the US has black mayors and state governors, in Britain there are few black and Asian leaders in local government.

Partly the transatlantic difference is about numbers. In the US, black people make up 13% of the population while in the UK all ethnic minorities make up about 8%. They have also been living in the US far longer, although it is only in the last 40 years that they have been doing so on an equal footing.

Pressure

There are also systemic problems in political parties and more needs to be done to train, support and mentor emerging talent from ethnic minorities, she says.

"You need to be plugged into networks. Political parties are a bit like families and communities, so you need to know the right people and the right people need to be speaking up on your behalf."

David Lammy, arguably Britain's most powerful black MP of the moment and a personal friend of Mr Obama, knows all about the label of "Britain's next black prime minister" - it was one pinned on him when he was elected to the Commons at 27.

"Of course a black prime minister is possible," he says. "After all, we elected our first female prime minister nearly 30 years ago, and we have made clear strides since then in showing how diverse Britain is.

"I think that in 10 years the representation will be much healthier but putting pressure on individuals is unhelpful and we need to do much more work within political parties to bring people on, because it's a long route to the top."

But there are grounds for optimism. A report by the Fabian Society estimates there will be 10 new black and Asian MPs at the next election.

IS THE ELECTORATE READY? Sadiq Khan MP has no doubt it is "The myth that ethnic minority candidates are vote-losers, or that black voters only vote for black candidates, has once and for all been dispelled." "The electorate in the UK is very sophisticated and looks beyond skin colour at what candidates stand for." "I've met and seen so many incredibly talented black and Asian politicians I think it could happen within 10 or 20 years"

And Simon Woolley, director of Operation Black Vote, says the US election marks a watershed that could mean a black prime minister in 10 or 20 years.

"The greatest problem has been the lack of self-belief that you see aspiring to the highest office and in one fell swoop the shackles have been broken. There's a deluge of talent but they may well be eclipsed by a new talent that could suddenly emerge with great dynamism and oratory skills."

The obstacles in the UK are still immense, he says, and all-black shortlists for candidates would help, but the "Barack Obama generation" has been a theme for the past year, driving people to serve in their community.

"We're asking them to come out of the shadows, to become leaders, school governors, magistrates and elected councillors, and they've responded fantastically.

"Obama's candidacy has energised a great number of people and many individuals are now standing for office."

Anaheim police surveillance of poor may overstep federal law

Police routinely access confidential Housing Authority data to look for crime suspects. Advocates say that's illegal.

Anaheim police routinely scour city records of families receiving federal rental assistance to look for links to crime suspects, a practice that critics say amounts to placing the poor under illegal surveillance.

The Anaheim Housing Authority is the only rental assistance agency in Orange County that shares its files – names, Social Security numbers, addresses – with police, as part of the agency's effort to enforce program rules. However, legal experts and community activists say such broad access to housing records violates federal law.

U.S. Code Section 1437z of Title 42 states that police can request data only on specific individuals who are fleeing to avoid prosecution, custody and confinement; are violating probation or parole; or have information necessary to law enforcement. Police must provide the housing authority with the name of the individual being sought.

"As you can see, (the law) is tailored to avoid this kind of fishing expedition," said Richard Marcantonio, head attorney for The Public Advocates, a San Francisco law firm that represents the poor.

After being contacted by The Orange County Register, officials at the U.S. Department of Housing and Urban Development, which funds the program, said the agency would review Anaheim's practice.

Amin David, president of Los Amigos of Orange County, a minority-rights group, says Anaheim's practice is akin to stopping every car for fear someone is violating traffic laws.

"It seems to be profiling," David said.

Anaheim Councilwoman Lorri Galloway said she was surprised to hear of the close relation between the police and the Housing Authority.

"Certainly if it violates the law, it's a no-brainer; it shouldn't be done," Galloway said.

Anaheim Police Chief John Welter and Mayor Curt Pringle forwarded the Register's request for interviews to city information officers, who in turn forwarded the request to Housing Authority Executive Director Lisa Stipkovich.

Stipkovich defended the city's 7-year-old practice of sharing housing information with police.

"I don't know how else you could monitor the crime activity and know what's going on," she said. Stipkovich added, however, that the city will review the legality of its program. "We don't want to do anything inappropriate."

The controversy involves Anaheim's management of the federal "Section 8" housing program, which pays for a portion of its clients' rent. There are 6,258 households in the city's program, with a lengthy waiting list. Federal regulations require that applicants consent to an initial background check. Anyone convicted of violent felonies or drug-related crimes is not eligible for assistance. The rules apply to everyone living in the home.

Those already receiving assistance can be booted from the program for committing a felony – or even being suspected of one – or for having unreported income as well as other violations.

Grace Stepter, Anaheim housing program manager, said a full-time police officer works with the Housing Authority to find violators. One method employed by police, Stepter said, is to compare the addresses of Section 8 clients with the addresses of people arrested or contacted by officers. A match would prompt further scrutiny.

"We need this information in order for us to build a case," she said. About 26 families have been terminated from the program during the past 10 months for rule violations, most of them white or Latino.

Housing authorities for Orange County as well as Santa Ana and Garden Grove say they aggressively investigate complaints and tips on specific violators, but are uncomfortable using the police to do blanket surveillance.

"We have to have justifiable cause. We don't just give (police) a list of all our clients. There are federal privacy laws," said Mary Ann Hamamura, deputy director of community development in Garden Grove. The city has 2,300 families receiving rental assistance, with an additional 500 waiting.

In Santa Ana, the housing authority uses private investigators to look at specific complaints among the city agency's 2,558 clients.

Housing experts say the purpose of the Section 8 program in recent years has focused on giving poor families the ability to move into middle-class neighborhoods.The program is supposed to provide help without the stigma of taking charity. No one knows that the clients are receiving assistance, except the landlord and the housing agency.

"We typically are very protective about our information. We do not give (police) access, just carte blanche," said John Hambuch, manager of the Orange County Housing Authority, which has 9,623 households in its Section 8 program.

National housing experts debate whether the housing assistance program is linked to crime.

Livermore police Detective Keith Graves, who specializes in relations between law enforcement and housing authorities, said the community benefits by keeping tabs on Section 8 clients who violate the law.

"What I can tell you about privacy is, you are receiving public funds and part of that is you have to live by certain rules," Graves said.

Marcantonio, who represents Section 8 residents in a discrimination lawsuit against police in the city of Antioch, said the poor should not have to accept illegal surveillance along with public aid.

"Taking the money is not a waiver of your rights against discrimination or your privacy," he said.

In fact, Contra Costa County Counsel Silvano B. Marchesi advised Northern California housing officials not to share their rosters with Antioch police.

"The fact that a person is receiving public assistance is not sufficient legal grounds to subject that person and his or her family to extensive, routine police surveillance," Marchesi wrote in a 2007 opinion.

Yesterday Guerrilla Republik journeyed with The City of Wellness at the National Black Theater in Harlem where they celebrated the Spring Equinox. At this Shut-In people from all regions join for a day of fasting and detoxing as they brought in the new year.

Members of Guerrilla Republik included Iz The Truth Captain of the Delaware Chapter, and TRIG Captain of the New York chapter along with photographer Jenny B and yours truly.-

With a theater full of people, members of The City of Wellness warned about the dangers of some foods, and spread the message of healing. As numbers of Artists, scholars, and authors graced the stage, they inspired and encouraged people to be a part of the growing movement that is saving, and jump starting people's lives.

Guerrilla Republik was noticed at this powerful event for its consistent support, and genuine will to heal as an organization and as individuals. Since Septemer of last year Guerrilla Republik along with World Music inc, have teamed up to spread the teachings of Queen Afua, who is the founder of The City Wellness. These two well known organizations who both promote self sufficiency, and advocate for innercity people, have now partnered in becoming a part of this international movement.

After the power charged shut-in, these three powerful organizations discussed future events including plans for a private retreat, and video shooting for Supa Nova Slom who is also part of the hip-hop movement.

As they are an entity in the community, Guerrilla Republik looks forward to being a vessel for healing, and continues to learn and grow with Queen Afua and the City of Wellness.

The office at the Adiv fabric-printing shop in south Tel Aviv handles a constant stream of customers, many of them soldiers in uniform, who come to order custom clothing featuring their unit's insignia, usually accompanied by a slogan and drawing of their choosing. Elsewhere on the premises, the sketches are turned into plates used for imprinting the ordered items, mainly T-shirts and baseball caps, but also hoodies, fleece jackets and pants. A young Arab man from Jaffa supervises the workers who imprint the words and pictures, and afterward hands over the finished product.

Dead babies, mothers weeping on their children's graves, a gun aimed at a child and bombed-out mosques - these are a few examples of the images Israel Defense Forces soldiers design these days to print on shirts they order to mark the end of training, or of field duty. The slogans accompanying the drawings are not exactly anemic either: A T-shirt for infantry snipers bears the inscription "Better use Durex," next to a picture of a dead Palestinian baby, with his weeping mother and a teddy bear beside him. A sharpshooter's T-shirt from the Givati Brigade's Shaked battalion shows a pregnant Palestinian woman with a bull's-eye superimposed on her belly, with the slogan, in English, "1 shot, 2 kills." A "graduation" shirt for those who have completed another snipers course depicts a Palestinian baby, who grows into a combative boy and then an armed adult, with the inscription, "No matter how it begins, we'll put an end to it."

There are also plenty of shirts with blatant sexual messages. For example, the Lavi battalion produced a shirt featuring a drawing of a soldier next to a young woman with bruises, and the slogan, "Bet you got raped!" A few of the images underscore actions whose existence the army officially denies - such as "confirming the kill" (shooting a bullet into an enemy victim's head from close range, to ensure he is dead), or harming religious sites, or female or child non-combatants.
In many cases, the content is submitted for approval to one of the unit's commanders. The latter, however, do not always have control over what gets printed, because the artwork is a private initiative of soldiers that they never hear about. Drawings or slogans previously banned in certain units have been approved for distribution elsewhere. For example, shirts declaring, "We won't chill 'til we confirm the kill" were banned in the past (the IDF claims that the practice doesn't exist), yet the Haruv battalion printed some last year.

The slogan "Let every Arab mother know that her son's fate is in my hands!" had previously been banned for use on another infantry unit's shirt. A Givati soldier said this week, however, that at the end of last year, his platoon printed up dozens of shirts, fleece jackets and pants bearing this slogan.

"It has a drawing depicting a soldier as the Angel of Death, next to a gun and an Arab town," he explains. "The text was very powerful. The funniest part was that when our soldier came to get the shirts, the man who printed them was an Arab, and the soldier felt so bad that he told the girl at the counter to bring them to him."

Protest Outside NY Immigration Office to Stop Deportations of 30,000 Haitians

Haitian organizations held a demonstration outside the offices of Immigration and Customs Enforcement in New York. They are calling on the Obama administration to immediately grant Temporary Protected Status to the 30,000 undocumented Haitians in the United States who are currently threatened with deportation back to Haiti.

Earlier this year, the Bush administration refused to grant Haitians the status, which allows them to live and work legally in the country. The request was made to delay the deportations until Haiti recovers from a string of deadly summer storms.

Meanwhile, in Haiti, A UN Security Council delegation recently praised the party of ousted President Jean-Bertrand Aristide for fighting to overturn the disqualification of its Senate candidates. The Haitian government had barred members of the Lavalas Party from running in next month’s Senate elections for largely technical reasons.

The ruling came days before the fifth anniversary of the US-backed coup that led to Aristide’s ouster. Several thousand Haitians staged a protest to mark the day and to call for the return of Aristide to Haiti without conditions. Aristide has been living in exile in South Africa since 2004.
